Contracting of a Design Company for Life Skills Training Package

Protecting and Promoting the Rights of China's Young Migrants

Background
Nine UN agencies and their national counterparts are implementing a 2009-2011 Joint Programme on Protecting and Promoting the Rights of China's Vulnerable Young Migrants. The Programme is funded by the Spanish Millennium Development Goals Fund (MDGF) for Youth, Employment and Migration (YEM). One of the three outcomes of this Joint Programme is 'better access to decent work for vulnerable young people promoted through pre-employment education and training'.
Within this framework, six UN agencies (ILO, UNFPA, UNICEF, UNIFEM, WHO and UNESCO) and their national counterparts have decided to develop a common and comprehensive life skills training package targeting youth migrants (aged 13-24), which will be used and delivered through different channels: UNICEF and the All-China Women Federation (ACWF) will conduct the life skills training in middle schools, ILO and the Ministry of Human Resources and Social Security will pilot the life skills training in vocational training institutions in rural areas and will also work with workers' and employers' organizations to deliver training in urban workplaces, UNESCO will disseminate the life skills information and training through community centres, UNIFEM, in partnership with ACWF, will conduct pre-departure training in sending areas, UNFPA and the China Family Planning Association will invest in peer-to-peer training using volunteers from the local family planning associations.
The 6 UN partners have recruited a multi-sectoral team of consultants to develop and test the materials of this life skills training. Given the range of delivery channels and settings, the contents currently under development will be tailored according to the needs of different age and gender groups. The comprehensive package will contain consistent messages and build on good practices within different sectors. The flexibility built into the materials will allow the training to take place in different settings and for different groups.
