Overview
1. The objectiveof the above projectis tD establishcapacityin the Governmentto ensure the sustainabledevelopmentof the country's miningsector. This is expectedto be achieved throughthe setting up of an effectiveregulatoryframeworkto carry out all miningactivities in an envir y sound manner. Pilot tesfting differentmechanismsand techniques of will be used tD improvethe productiviy and financialviabilityof small-scaleminers whileat the sametime reducing environmentalimpactof theseactivides. The aim is to provide incentivesto small-scaleminers to containtheir activitiestD clearlydemarcatedareas of land, providingthem with access to geologicalinmormation technologyas well as extension and servicesto enable miningactivities to be carriedout in an environmentally sustainable manner. In addition, the project will addressthe environmental impactof past mining activitiesthrough the pilot testing of differenttechniquesand mechanismsfor reclamationand rehabilitation priority areas. of 2. The project aims to provide assistanceto the Goverment to achievethe following objectiveswith regard to environmentalmanagementin the miningsector: (i) minimizationor pre-emptionof envirommental impactof new mines; (ii) contaiment of the impactof establishedmines; and Ciii)assessmentof best practicesand optionsfor ensuringthe reabilitation of disturbedland. In order to achievethese objectives,the project will provide technicalassistanceand capacitybuildingsupportto the miningsector agencies. In addition, the projectwill carry out pilot testingof alternativetechniquesincludingequipmentand processingtechnologywhich will increasethe productivityof small-scaleminers while at the same time containingthe environmental impactof these activities. The equipmentand technologyto be pilot tested, will be limitedto those that are already operationaland have been approvedas being environmentally responsiblein the source countries. They will be tested for applicabilityto local conditionsand acceptabilityby the small-scalemining communities.The project will also addressthe reclamationand rehabilitationof land degraded through past small-scalemining activities.The reclamationand rehabilitationactivitieswill be carried out on a pilot basis, to test best practicesand cost-effective mechanisms. 3. Ihis project has been classifiedas CategoryB, accordingto the Bank guidelines pertainingto environmentalreview procedure.The designof the project benefittedfrom several studiesthat were carried out by the MineralsCommission Ghana, to ascertainthe of impactof small-scaleminingactivitieson the ecologyand on communities. These studies have assessedthe social, environmental,health and safety impactof small-scalemining. Summariesof two of these reports (Socio-economic Impactof Small-saleMining and EnvironmentalAudit to Study Effects of Small-scaleMining Activitieson Vegetation),are attachedto this document, as Annex I and AnnexIL
